Gilder's March 4 Wall Street Journal commentary, "Stop the Broadbandits," called upon the Bush Administration to release U.S. technology companies and communications markets from the regulatory stronghold of the Telecosm Act of 1996 (TA96). Gilder praised the U.S. Court of Appeals reversal of the catastrophic FCC, last-century, rules and urged the Bush FCC to make its pro-broadband, anti-price control position loud and clear by deregulating the local loop and gearing up for a new era of optical and wireless networks. Kotlikoff's response to Gilder's WSJ commentary, "A Telecom Tutorial for George Gilder," eulogized the TA96 as a landmark, monopoly-blocking decision that spurned "a huge expansion of investment." Kotlikoff argues that the lack of ubiquity of broadband to the home in the U.S. is due to high pricing, not the regulatory stronghold Gilder imagines.
